A scheme that brings labour demand and supply closer together by placing individuals seeking employment (resident in the Convergence regions) in businesses providing professional training.

Project:

Work and Development 4 (W&D4) is an active labour market and business support policy. It was created in 2009 following an agreement between the Directorate General for the Promotion of Entrepreneurial Activities of the Ministry of Economic Development, the Directorate General for the labour market of the Ministry of Work, Health and Social Policies, and the Department for the Development and Competitiveness of Tourism of thePresidency of the Council of Ministers.

This project is part of theNOP for Research and Competitiveness 2007-2013activities and is administered by the department for the Development and Competitiveness of Tourism, with the technical support ofPromuovi Italia.

Aim:

The aim is to bring labour demand and supply closer together by placing individuals seeking employment (and resident in the Convergence regions) in businesses providing professional training.

As far as the activities entrusted to the Department for Tourism are concerned, the objective is to implement, during the three-year period, 6,000 interventions (1,500 + 2,000 + 2,500).

Means:

The main means used is the internship, through which:

• Businesses can train resources that would otherwise be difficult to find and increase their competitiveness on the market;
• Individuals seeking employment acquire and develop professional competences, increasing their employment potential.

Available funds:

The W&D 4 component administered by the Department for the Development and Competitiveness of Tourism with the technical support of Promuovi Italiahas been allocated overall funds of €60 million of which: €30 million are ERDF contributions and €30 million are co-funded by the Italian State under Law No. 183/87.

Outcome:

To 15 June 2012, 3,933 internships had commenced:

The internships undertaken in the regions of the Convergence Objective mainly took place in Sicily (21%) and Puglia (20%) and to a lesser extent in Calabria and Campania.

To 31 December 2012, the third step consisting of an implementation of a further 2,500 active policy interventions had not yet commenced.
