Description The Services and Meta-services for smart eGovernment (SMART) project aims to develop coherent and interoperable methodologies, technologies and tools oriented to bring substance to an industrial project which is to satisfy the needs of the service market in a profoundly innovative way. The main idea is to broaden the vision of the services including the views of all actors: producers (prevalently Public Administrations), distributors (public or private) and consumers (citizens and enterprises). These actors interact in the service economy guided by their different interests, motivations and ways of working. In front of this scenario, the project aims to develop scientific and technological knowledge in the direction of a proper government of this diversity. The intent is twofold: to influence the development of a comprehensive service system and to capture the industrial competitiveness in the service market. The fundamental problem dealt with in SMART regards the radical change of the relationships among service producers, distributors and consumers which is to make available for the consumer “integrated” services respect to his needs. To address this problem, the project starts from the following five working hypotheses: 1) historically, the services are organized following the economy of the production, which will be called basic services; 2) a service system proper for the producers’ economy does not overlap naturally a service system proper for the consumers’ economy; 3) a new category of actors is emerging in the service market and these actors assume the role of "service distribution"; 4) the separation of the service distribution from the service production makes possible to bring re-composed services to the Public according to the consumers’ needs (noting that this phenomenon extends to the service arena a technological tendency already in action in the data arena acting uniformly on both fundamental resources governed by the PA, data and service) instead of those provided according to the functional specialization model (typical of the PA); 5) it’s necessary a series of scientific and technologic transfer, in terms of service and meta-service (that is services which is to enable the production and distribution of high quality services), to meet the cognitive and technological requirements to develop effectively the potential of a new service vision. The fundamental leverage is connected to the achievement of the consumer’s goal. The desired effect should be relieving the consumer from the cognitive, organizational and logistical effort needed to produce and execute an access plan related to an event which, at the consumer’s perception, is conceptualized and lived as atomic. The heart of the problem is the need to develop protocols and tools for an integrated access to services that a consumer requests driven by an atomic motivation. These protocols will be called "value-added services (VAS). Under these hypotheses, the project proposal expresses: a) an analysis on an emerging phenomenon of the service market: the birth of the "retail" as a phenomenon distinguished from the production; b) an analysis and a vision proposal of this phenomenon oriented to its potential to generate added value to the services, especially in terms of consumption; c) a request of financial partnership motivated by the need to speed up the scientific-technological response to this proposal and to obtain industrial competitiveness by adopting a new model to develop services. In conclusion, the main scientific and technological aim of SMART project is the conception and validation of a service system governance structure which takes into account the points of view associated with the three actors - producer, distributor and consumer – and making available conceptual, methodological and technological tools for more effective choices in the value domain by offering to the consumer a vision of unified services in terms of VAS.
